The Failure of the 28-Article Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the introduction of a new 28-article proposal for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of aerial bombardment on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of opposing developments captured the grim essence of the current period. By day, political struggles are fought: hopeful statements are released from various governments. Considerable effort is devoted on restraining particular approaches. By night, Moscow clearly shows the world that, for them, war remains the key method for achieving "settlement".

Nocturnal Warfare

As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor missile launches from across the border, a capacity enabled by up-to-date information. From observation points, military aircraft that had been deployed to counter approaching cruise missiles roared overhead – advanced fighter aircraft supplied to Ukraine by Western partners.

Shortly after, Kyiv's missile defense activated: several firings targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, probably delivered by Western nations. Every deployment creates sudden vibrations, rattling buildings. The brief panic quickly gives way to sober acceptance: perhaps the approaching threat won't strike its target this time, preventing destruction from catastrophe and further power outages.

Ongoing Risks

Following this, a automatic firearm fired at a drone in the vicinity, part of a mobile-fire group – probably imported technology. Regrettably, the bullets missed the hostile drone – it continued its flight toward its destination.

Intermittently, this continued until dawn. Kyiv greeted the daybreak reports: seven people killed, destruction and utility failures in many homes as a result of the nocturnal offensive. As customarily, everyone still went about their day – experiencing conflict. But those full day demonstrated Ukraine's critical military reliance on international aid – a need that neighboring countries are evidently unprepared to substitute in the short term.

Ineffective Peace Efforts

The comprehensive proposal from Washington sparked intense emotion, controversy and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new approach from American administration unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This pattern will, undoubtedly, continue.

Strategic Calculations

It is easy to blame particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. Washington works based on a premise understood by seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The American government presumes that it is unrealistic to compel Moscow to abandon the areas that it presently holds in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, US leadership does minimal to discourage Russia, through diplomacy or military means, from thinking that the status quo will not change more in its benefit in the near future.

Conflicting Perspectives

Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's government remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a entire defensive failure until circumstances change in its favour.

Current Realities

Objectively, there are no genuine requirements for a ceasefire. Now, individual motivations are becoming relevant: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not switch to domestic problems. And although their objective will now be much harder after latest incidents, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a mere seven days to terminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, recent disclosures, all served their function.

While new plans based on previous concepts are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to alter the situation, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, primarily depend on sustained allied backing.
